If you use VOIP such as skype and a auto-dialer software to call the numbers on the signs....every 5 min, 24 hours a day..??? With Skype you can input any phone number so you can change the number so not as to get blocked. I've heard of county's doing it but not a person... Any ideas or suggestions on the legallity of it and software that could assist...

Talk to your city/county and volunteer to operate the telephone operation. Get a news story with a city Code Enforcement talking about the new program that is starting using non tax payer funds. A generous donor will be heading up and funding the operation. Most people think it takes a dedicated phone line and computers. You don't have to tell them how. There are other cities doing this, and it works. You may want to call those cities to get ideas.

If you city does not want to do it, pick any big city and try it there. You could possibly expand this idea as a business and get city contracts of $10,000 a year or more based on results. A big city CE spends much more than $10,000 a year picking up signs, so figure out a rate plan; but now it's free for newcomers. Good luck, and let us know how it turns out. Dallas would be a good start.
