Haven't posted for maybe 4 years - good to see CAUSS active.
So, in Delaware County at exit 3 of Route 476 (Blue Route) and Baltimore Pike (Route 1) a company called Mattress City literally "carpet bombed" the exit and on ramps with no less than 25 signs every week-end. They finally stopped after I complained to PennDOT after 6 months. I sent photographs once a month, gave them the headquarters and the president of the company's name, etc. The point is, help them out and they will eventually get you the results!
Now, they have a person who stands at the off ramp holding a long stick with signs stapled to it. Is this legal? Before I call PennDOT, I would like any information anyone may have. Thanks.

Glad your persistence paid off!
I believe that sign twirlers are generally considered to be exercising free speech. Really quite strange - that a corporate employee is given the same free speech rights as an individual.

Some ordinances indicate how big the sign can be, i.e. the sign can be no larger than the person holding the sign. You may want to check your local sign laws.

Located at off ramp? Probably not legal. If there is fast moving traffic then he may no right to be there. He needs a sidewalk to safely be legal. Turn it in, and let us know in 6 months.
