I know that most cities have fines for putting up signs, but does anyone know if there is any additional legal penalty for someone who knowingly puts up signs after they have been instructed not to? Like willfull disregard for the law or something like that?
For example, say Joe from Joe's Pizza puts up signs and the city sends him a notice saying it's illegal and must not do it again. But the next week Joe is spotted putting up more signs. Can anything be done other than fine him $100 or whatever for the sign?

Cities are different in there approach. Some issue notices for each violation noted and some send only one notice per year for the offense at a particular property.

Yes, most definately. There is a case in Carollton TX municiapl court right now, that is schedculed for late February for this very exact issue.
Leather Direct spammed out several No. Dallas suburbs from Thanksgviing on. The signs were removed by two diferent CE Depts. Warnings, were issued and they choose to ignore the warnings. The last bunch of signs brought citations and a court appearance if they elected to contest it.
An area shark has digital photos and has agreed to testify against the spammer in court. The judge handling the case is known for some heavy penalties, especially after they were warned by CE.
BillVanSic of Farmers Branch (TX)may have some more to add on this issue.

The Farmers Branch Property Maintenance Code states that only one notice per annual year is required for any given violation, including signs. A business being notified one time about illegal signs would qualify. Repeat offenders receive this attention more than a rare violator.

So does this mean that someone who considers the daily fine just part of doing business would be able to put his sign up every day? There would be no other penalty to which he would be subject other than the $100/day fine?
