There is - especially when they're in the public ROW. There are several threads about it.

They are usually legal if placed on private property not within 10 feet of a public ROW. Individual municipalities have different laws - so it's best to check with local code enforcement before pulling disputed signs. If you follow the same laws they do, you can. Placing another illegal sign with one or a bunch of others doesn't make it any less illegal.
