Why not, it's all volunteer work, it's gets them "outside" in the fresh air, gives them something to do to pass the time and it benefits the local economy.
The City of Winnsboro, TX has been doing this for many years to clean up their city park before and after several of the big events they hold each year.
The convicts come from the low secutiry drug rehab prison near the city and the convicts know that if they "break and run", they'll be caught and sent to the "big house" in Huntsville for the rest of their term. This something the convicts don't want, so they make good help.
Best part is that the spammers are highly unlikely to approach an armed guard and a bunch of convicted felons over a few signs.

I've stopped to chat with them around here, they only stick to the ROW though and their guy in charge admitted frustration with not being able to get the ones on private property that clearly aren't placed with permission.
I've followed their path many times to pick up the ones they missed or were placed after their pass through. Makes my work much easier.

A week before the county picked up these signs, there were a bunch of signs at Mason and Highland Knolls. They disappeared before the county could get to them, so I know there are some others working to keep this area clean.
