I live in Garland and wanted to update everyone on the bounty and how it is working. I sent our mayor an Email when I saw that Mesquite was doing this and the next thing I knew Garland followed suit. On my side of town I rarly see any more signs and when I do they are gone quickly.
This has recruited more people to get involved and made them aware that the signs are illegal. It is also helping the code department by freeing up their time to work on other things.
In Garland you have to be a non profit organization to sign up and you are then given a window of time to pick up your signs for money. They also require you to watch a quick video. It is also great if a spammer confronts you because you can tell them you are working with the city and helping fundraising for the boy scouts for example. I will just keep getting my signs the way I always have and donate them. I think this is working well.

Working you say - You bet it working. The last few times that I've driven through Garland, there is a very noticeable difference, especially at the exit ramps off LBJ.

Different organizations can sign up for windows in which they can pick up signs for money. Only one organization at time can collect the signs and collect. If you find out which organization is collecting at the time you can turn the signs in on their behalf and they will get the money. So, if the boy scouts were going to have a window to collect signs this week I could help them by turning in the signs to them or for them. It is working great.
