Thanks to a omplaint from a home owner assoc. member regarding street spam, Charlotte city council adopted tough new rules that go into effect Jan. 1, 2008. Fines strt at $100 per sign and go up to $1,000 Also the business that benefits from the sign is held responsible. Under the old rules, C.E. workers had to actually catch the person posting the sign.
