A spamkie here in Las Vegas makes his own window cleanning spam. Most spam is paper, small, say 8x11 and taped to traffic signs or larger ones,18x24, taped to electric boxes.
Don't see it often but last year around Christmas the message changed to We Install Xmas lights. I googled the number and a video came up of David Rush

David uses a video to promote his independent film ambitions. In the google search of the Xmas light installer, the link hits a Portland bar where he is, promoting his goal.
David travels around the country filming his vacations, thus he is a independent film maker, yahooo! This is probalbly why we don't see much of David right now.
Making the connection to his reference as an "out of work" window cleaner from Las Vegas, the reference he made in the Portland Bar search, and the same signage he uses for Xmas light installer, has me sold David is the same spammer.
