Eastern and Warm springs area is being hit with "Discount Groomer" signs. This person is gluing his signs to block walls on entrances to subdivisions using Liquid Nail. Even if we are able to remove the signs, which is nearly impossible to do, it leaves the globs of glue which will remain as long as the block wall exists.
I took photos and will contact Henderson CE on Monday; they need to get this guy quick.

Hey, this is an excellent opportunity to get homeowners associations involved. It will take a little bit of effort to contact them, but it will pay off in terms of their involvement.
HOAs generally have a once/month meeting, but you can usually find a contact person or leave a phone message.
You can stay anonymous if you want, but you can tell them about the problem and that their help is needed. They can do three things: a) call CE, b) post a note on the CAUSS forum (this promotes CAUSS), and c) help remove illegal signs.
Ask them to discuss the issue at their next meeting and mention the CAUSS website to folks.

That’s a great tip. I'm close to the main office of one of the largest property management companies who facilitate many HOAs. I will stop in to see what it will take to gain their support.

You are so right on. If it were my wall on private property, I would try to file a criminal mischief charge. I had similar destruction on my property, and my neighbor admitted it; to the detective. Criminal mischief charges could have been filed. I was nice and allowed him to clean it up, otherwise he would have received a ticket.
People will often admit to things, especially it they think they did nothing wrong. If this is on public property, anyone can call the police and get the investigation started. Destruction of property is not taken lightly around here. Tell the police to just ask. Can’t hurt to ask, can it?
Liquid nails cannot be removed without damage to the surface? Since he likes liquid nails, nail him.

Haven't cruised there yet today He hit the area hard Tuesday. Throwing a tantrum causs a few of his signs went missing or hes done playing with his toys he got for Christmas.
