I'm assuming the MLM schemers in and around LV think it's a downline goldmine, with all the tourists and gamblers. I guess nobody there cares, since they're either paying more attention to the hotels, taxis, and people, than the dwarfed little spam signs.
What gets me is, LV is alive 24/7, so you must be pretty bold to grab a ladder and stick up your plastic signs with hundreds of people around you.
At least they're not using marquee lighting around them like everything else in Las Vegas.

I'm curious where you saw all this street spam in LV. I traveled LV for over 35 years and don't ever recall seeing what you described. Of course it could be much worse than it was the last time I was in Vegas.
I'm sure as heck not saying it's not there by any means. We had a beaten track from the airport to the hotel and back and hardly ever ventured away from the strip or the airport.
Folks out there don't pay much attention to people getting gunned down in the middle of the street, much less street spam. When and if, I ever get out that way again, I'll ensure that I have a hand full of "CAUSS stickers"
