Mel Pins doesn't want to stand in the way of credit tuneups or nighttime driving safety, but the Des Moines man says he's had it with illegal advertisements planted along major corridors like Southeast 14th Street, East University Avenue and Army Post and Merle Hay roads.
....The trouble is, like weeds, the signs come back.
