We have been advised by an attorney with the City of Indianapolis that citizens acting upon their right can’t remove any type of illegal sign whatsoever from the right of ways within the City. From what we understand, this case law apparently only affects the meets and bounds of Indianapolis proper, since there are other municipalities within the state that encourage citizens help in removing bandit signs.
If you participate in any type of citizens cleanup committee, such as a neighborhood group, Adopt-A-Highway program or function, then CAUSS strongly suggests that you clarify your position with the City Attorney’s office, before conducting any type of cleanup actions.
As we at CAUSS have stated in previous posts on the forum. Most, but not all, municipalities in the country (99%) have declared bandit signs as abandoned litter. However this doesn’t appear to be the case in the City of Indianapolis.

Is "Sign Stomping" considered theft? Just moving it from the stake to the ground and leaving it there? Turning it around backwards would work, then writing on the back side, "ILLEGAL SIGN"?
