I'm pulling up a bunch a bunch of signs stuck in the ground (very few pole signs out here-nearly none) and I'm just wondering how much it's costing these people every time I get rid of one. Any guesses?

Like anything else, it varies. Bigger signs, bigger dollars. More colors, more dollars. Bigger quantities, lower cost per sign.
Unless the signs are tiny, you can safely assume that the spammer paid at least $1 each (even in huge quantities). And then add another $1 each for the guy that put them up, unless the spammer did it himself.
I would never endorse a company that prints such signs, but if you want an eye-opening education on the subject, check out cheapsigns.net as a typical example.

That the site you mentioned, it says:

------------ They steal business from local merchants that pay rent. I just find it humorous they proudly admit to being thieves. That statement appeals to their client base.

I think remora's "dollar a sign" is a pretty good rule of thumb. It would take a lot of volume and a small simple sign to get below this. The small time operators could easily pay 3-4 times this much for two sided, multi-color, with metal stake, in volumes of a few hundred or less.
