Text of ordinance:
30.020 Sec. 20. ADVERTISING; PAPERS, POSTERS, ETC.; SCATTERING, DISTRIBUTING; PROHIBITION, EXCEPTION.
It shall be unlawful for any person to distribute, throw or scatter, or cause to be distributed, thrown or scattered, any papers, handbills, posters, signs, cards, or other advertising matter in any street, alley or public way in the City; nor shall any person place or cause to be placed any such papers, handbills, posters, signs, cards, or other advertising matter in or on any vehicle parked on any street, alley, or other public place in the City. A. It shall be unlawful for any person to distribute, throw or scatter, or cause to be distributed, thrown or scattered, any papers, handbills, posters, signs, cards, or advertising matter in or on any street, alley, public way, yard, porch, doorknob, mailbox or vehicle in the City, not in the possession or under the control of any person, firm or corporation so distributing, throwing or scattering the same.
B. The provisions of this section shall not apply to any newspaper of general circulation on sale within the City, nor to any law enforcement official in the due performance of his duties. (code eff. Oct., 1958; amend. July 1, 1960, further amend. Jan., 1978)
